In June 2026 Thalwil voted. 4,546 yes against 1,222 no; the new building and zoning regulations were adopted. For owners, this raises two questions. Does this affect my plot? And does it change what my house is worth?
If your plot keeps its zone, nothing changes as far as the value capture levy is concerned. If it is upzoned or rezoned, a lot can change. Because Thalwil charges the highest value capture rate the law allows. Knowing this before you sell changes how you negotiate.
And what do the new zoning rules change in this calculation?
Worked example
Worked example, Thalwil: house, 18 years of ownership
Assumption: bought in 2007 and sold in 2025, each at the Thalwil median for houses, without investments, costs or replacement purchase.

- CHF 2,480,000
- Purchase price (median 2007)
- – CHF 1,020,000
- Property gain
- CHF 1,460,000
- Tax per tariff, before reduction
- CHF 573,400
- Reduction for 18 full years: 44%
- – CHF 252,296
- Property gains tax
- CHF 321,104
- Remaining after tax, before mortgage
- CHF 2,158,896
What do Thalwil prices tell you about your sale?
Thalwil now has a broad house market. In 2025, 25 houses were sold on the open market; in 2015 there were only 7.2 Back then that was not enough for an official median; the canton requires at least 15 sales. Today it stands at CHF 2,480,000, 56 per cent above the cantonal figure.
For flats the market is broader still. 69 condominiums changed hands in 2025, at a median of CHF 1,985,000. That is 45 per cent more than in 2015, when there were 51 sales. A house here fetches about 1.25 times the price of a flat; the medians are CHF 495,000 apart.
What this means for you: with so many sales, Thalwil offers good comparables for your house. But buyers also have a choice. A price that fits the comparables, and complete documents, are decisive here.
What do the new building and zoning regulations mean for your plot?
Voters approved the full revision on 14 June 2026. It is not yet in force.6 The new regulations keep the value capture levy unchanged. Since February 2023, Thalwil has charged 40 per cent of the gain in value minus CHF 100,000.6 That is the legal maximum.8 Plots under 1,200 square metres are generally exempt.
The levy only concerns the rise in value from upzoning or rezoning, when more may be built. It falls due on development, not on sale.9 If you sell beforehand, the obligation passes to the buyer.8 Such an obligation usually lowers what a buyer is willing to pay. A lot is at stake. The canton’s model puts residential building land in Thalwil at CHF 3,259 per square metre in 2025, 90 per cent more than in 2015.11
What this means for you: check the zoning plan to see whether your plot is affected. And have any possible levy included in the valuation. More in the guide to the value capture levy.

What remains after tax, and what applies if you leave Thalwil?
In the example, property gains tax takes CHF 321,104, or 12.9 per cent of the sale price. The tariff is the same throughout the canton; the municipality only levies the tax.1 After 20 full years of ownership it is halved. For the same gain it would then be CHF 286,700.
If you move away, the tax rate at your new home counts, for income and wealth.3 Thalwil is at 78 per cent, 173 per cent including the canton. On the same income, Kilchberg means about 3 per cent less cantonal and municipal tax, Horgen about 7 per cent more. In Thalwil, 19.3 per cent of the population are 65 or older, 3,631 people.4
For buyers who commute into the city, the train matters. From Thalwil the journey to Zürich HB takes from 9 minutes, on the fastest train of the hour.5 Other connections take longer. What this means for you: state the connection honestly in the listing, with the walk to the station.
Whether the new rules affect your plot, and what it is worth today, I am happy to assess for you, in writing and including tax.

What else do owners in Thalwil ask?
Do the new building and zoning regulations already apply?
They were approved in the vote of 14 June 2026. It is not yet in force. In the cadastre of public-law restrictions they are already listed as a change with advance effect.
Do I have to pay the value capture levy as the seller?
After upzoning or rezoning, not on sale. The obligation passes to the buyer and falls due on development. It must, however, be set out in the sale contract.
How firm are the 2025 Thalwil prices?
The canton describes them as provisional, like all figures for 2023 to 2025. With 25 house sales, though, the median rests on a broad base; in 2015 there were too few for a median at all.
